99 Civic DX Cpe - HP/TQ upgrade without a swap?

I have a 99 DX, so its got a D16 and I believe 106 HP, all stock except I put an AEM cold air.
I don't want to do a swap, and I really don't know much about turbos (if that's even possible). I'm only looking for 15-20HP gain, but I've been told and have read that the D's don't really like or benefit from bolt-ons. I heard a rambling somewhere that I might be able to stop the top half out of an EX and bump up to 127hp. I also really don't have $3500 or even $2000. Whatever I do would have to cost $1000 or less.
Any suggestions?
