Newer models of both cars are producing right around 300BHP. Older models around 250-290BHP.

I was looking around and found a 2004 EVO 8 and did some research, with mods and the stock turbo they were saying I could get get 400+ HP out of it with running around 23 pounds of boost, is there any truth in that?, If so I think I found the perfect car for what I'm looking for

Well "with mods" can mean a lot of things. Running that far over stock boost will require at least an overhaul of the fuel system so that the air/fuel mixture will stay at the right ratio. 400+ unfortunately sounds a little high, but it's not impossible.

that little turbo in the evo cant push over 17psi. you could easily get 300whp with a boost controller and turning up the boost to 17psi. but for higher boost, you will need to get a bigger turbo. the tdo4 setup is for low rpm spooling to rid turbo lag, but you will want to get a 40-50 trim. the t3/t4 setup is the most common.
