I have a 99 Civic EX (D16-A7 4 cyl.) and i'm starting to work on it, where should I start what will me give me the most power gain the fastest? I was thinking about starting with headers and exhaust then cold air and so on and so forth, if you have any advice feel free!

Well, since an engine swap is the crappiest thing to do without a lift, then I would recommend a Cold Air Intake first. This usually adds between 5-10hp. If you are more tech savvy, then get an AEM adjustable cam gear. Helps a lot.
