Cant get wastegate to push rod

I bought a 96 eagle talon from someone who bought it from someone. the block had a hole in the side of it the size of a grapefruit. The only real upgrades I have found was the turbo was not stock. it has no writing on it and the main difference I can see is that it is oil cooled instead of the stock water cooled turbo. I replaced the engine with a used engine and now Im trying to get the turbo to boost. I am somewhat new to the turbo scene and am not very sure where the hose should run to from the nipple on the wastegate. I know that the wastegate is working because I tested it with a bycycle pump and the it pushed the rod with ease. the original owner had the hose ran to a boost controller like part with a sensor and the other hose from that was ran to the intake. how that is supposed to work even has me puzzled. so my question is where should the hose from the wastegate be connected to to get the wastegate to open properly. Ill take some pictures of how it was ran and post them tomorrow morning.

If that's how it was before, then it wouldn't hurt to try that now would it? The piece you're referring to is most likely the stock wastegate controller. One vacuum line runs to the intake and the other from that solenoid to the WGA diaphragm.

Hook up a vac line from the bottom nipple of the WGS to the nipple on the pushrod.
