I would start with the suspension part of things. You gotta remember that civics are not exactly factory built sports cars when they were made.
I would suggest sport springs from a reputable company like Tein or H&R and do not exceed 1.5in in drop because it might cause handling problems or a camber misalignment, but either way when you do get them installed make sure you get the suspension aligned just in case. Then get some adjustable shocks from Koni or Tokico. Then I might suggest some light rims also from a good company like Enkei, ROTA, and O.Z. (the cheapest I can think of) and do not go more than 18in in size since it will create too much rotational inertia and make your have higher gearing due to the change in size. That and they do not make too many Ultra High Performance tires above 18in in diameter anyways.
I guess what I'm trying to say is why have all the power in the world when your suspension was built to carry groceries or get you to school.

You most likely want to start with a tune-up if you just got your car. That will bring back a couple of hp and can be had for under $100. The next steps depend on what you want to do. I personally would go for suspension work, and then swap a K-series engine into your car.
Oh its VTEC not V-TECH!!!

I agree with Master Shake for the most part, just don't get ROTAs. They're cheap for a reason. O.Z. is fine.

i'd go wit suspensions and then a full racing exhaust then cold air intake. after that go for the internals of the engine.

You need atleast 10k-15k dollars to make a civic quote unquote "fast". You need to sleeve the block, put in forged internals, stroke the motor, port and polish the head, buy a turbokit, put in new injectors, bore the fuel rail, put in a stronger clutch and flywheel. Its especially expensive if you do not know how to do all this stuff yourself.
Otherwise you can add an intake, exhaust and headers to your stock motor for a marginal 10-15hp increase and call it quits there. But there is no easy way to get into the 10's with a civic.

honestly apartfrom the S2K and maybe the Civic Si hondas are not super fast. but if you want to build on it just rebuild the suspension for handling and then open up the air flow. thats about it unless you want to sleeve the block and so on like sirs said.

When I built my 95 civic I started with suspension and stiffening the Chassis, then i moved on to an engine swap (GSR), then before i even put the motor in I completely rebuilt it with the parts i wanted. Then installation, turbo install, and exhaust. Then I worked on the cosmetics.
I miss my civic. Stupid blonde college girls in there Jettas lol.
By the way all said and done the car put out 423hp to the wheels. Dont remember RPMs because it was about four years ago and I have had several cars since.

See godfather, even TRC614 admits it takes an entire motor rebuild to put down the same amount of power as a stock block version of my motor puts down.
Unless you got money to spend on motor rebuilds and turbokits and stuff, dont buy a civic, but something that comes stock with a turbo.

Also keep in mind that you dont have to be fast to have a nice car.
