well first off, you go with your basic bolt ons, headers, exhaust, and intake, then go with the camshaft, and ecu tuning, you might make it close toyour goal

its a honda anything is possible. like homeboy said above you can urbo or supercharge the motor or build a whole new motor

If it has a lot of miles do a simple rebuild. Then Turbocharge it. Turbonetics sells a kit for about 4k and it raises the power output to 250HP. But who in the hell does just that?
Things you should get (they're just recommendations)
(Fuel) *A.E.M. High Flow Fuel rail and regulators. RC engineering sells some pretty good injectors and they have a calculator for choosing the right type. So you should check out their website. A high flow fuel pump as well, but maybe not since the turbo kit runs on stock levels.
Having all that power you just need to control it now. Get some 17 inch rims ( I like SSR and Enkei's but that's just me.) and some sticky rubber. ( I like Falkens RT-615 tires, but then again that's just me, but if I had the cash I'd get some Advan A-048 sure they only last 4,000 miles, but hey they put'em on lotus' for a reason) You could also either get Sport springs and adjustable shocks or go for the full coil-over, beats me. Some polyurethane bushings, those weird things that adjust camber, so you could actually corner and a 1.5 limited slip differential. So you don't do a one wheel burnout and say to the world "Hey I'm gonna crash into a tree!"
All in all you'd spend around 6-10K plus what you paid for your 11 year old car and the quality of the rebuild, but you'd be almost unstoppable if your calibrated everything right and went on the track ( squiggly course not 1/4 mile)
Sorry if I sound too negative. It's just that every time some one asks me to help them with their Honda they just ignore what I say and rice them out anyway. I bet their fancy 3,000dlr paint job and their fancy two tone bleather interior is so much better than actually going fast...
Tip: Go to a Barnes&Noble and pick a few books about the stuff I said. Don't matter if you get most of the stuff, just as long as you get the picture it should help you allot.
Oh and after that you put those ghastly red "H" badges or those unsightly "R" ones from E-Bay I'll beat you down with your own shoe!

down with ricers.
your delsol is runnin a good motor. the b16 is nice. although, i may soundlike a broken record, but, the b18c5 with only about 3gs worth of work would smoke a delsol with that 4g turbo kit. runnin a 7:1 comp ratio, my crx had 285whp. if we would have ran boost before selling it, it would have easily hit 400whp.

I have a 1995 del sol dohc lol I just got it and dont know much about ricers. I would like to be able to have about 210 hp and good cornering ability so.... what are my best options and prices?
