i was hoping the hyundai tiburon 09 will be a rwd but i hear that may not come out till 2010 so i'm looking for another ... awd will do ok but would prefer a rwd ...  

its not the Tiburon that will be rwd, but rather the new Genesis.  It will have an MSRP of about $30,000, which is over your budget.  To be honest a brand new RWD car doesn't exist anymore (unless you want a V6 Mustang which i would highly advise against).  Go with a WRX if you are down for AWD, or wait for the Mitsubishi Lancer Ralliart to make its debut.  

do you have an idea when will the Genesis Coupe hit the market ?  

my guess is early 2009.  cars gonna have major problems though.  hyundai makes cheap cars for the purpose of getting from point a to point b very slowly.  their quality has never been that great either.
