You might be able to find the answers to your questions by seeing if the DMV in your area has a website. I can't say about the neon (which is unneccesary and will make you look lame), but I'm pretty sure they'll have the legal limits for auto tint in there.

It totally varies per region/county. For me it's illegal to have any kind of tint on the windows...on the other hand for my friend who lives a couple hundred miles in a different state...he isn't allowed to have it on just the front. I've never heard of neon undercar kits being illegal but I have heard in some states the police officer can just look at the car and make a judgement of whether it is a race car or not without looking under the hood. Then he can legally take it from you and smash it. So it pays to be aware of your rights and the law...the real law....I can't say how many times I've popped the trunk without realizing they can't search you without a warrant X_X *kicks myself for stupidity*. But anyway...Yes I would check with your local division...and with any other region you plan to be driving in for that matter. I don't know if it's legal to drive through a place which has a law against street racing cars even though you're just passing through....sucks though....

Unless a car is specifically set up for racing and driven on the roads, there's nothing they can do other than cite you for whatever they feel like. If they take your car under the pretenses you've stated, that's illegal search and seizure. You could sue them for that.
However, if you are under suspicion of street racing, that's different. My car has 405+WHP, but I don't make it obvious by having some crazy body kit and stickers galore. That stuff attracts unneeded attention.

I agree with U. U dont need to make ur car look all flashy and stuff like that. U just need it to perform.

YEA its legal, as long as u dont mod it to be brighter or wider than how it comes, it aint illegal...and if u dont want to take my word and u do go to the station, ask about legaly lowered suspension, my boy got a $300 ticket last week...lol

Some one said it already but it really depends on the state and and county or what have you. I know here in Maryland you can have them but you can not drive with them on. So basically you have to be parked to use them. Best way (once again someone said it already) is to go to your local police station and find out what the deal is. They have since (at least here in MD) have been right newer informative books for the tuner generation to let them know what they can and can not do.
